Q: I HAVE A NEW TRAINING CENTER, HOW CAN I APPLY FOR ACCREDITATION OF ANY COURSE?

A: Step 1.  Training Center shall submit a Letter of Intent, which shall state the course/s to be  accredited and other information that may be considered relevant.

Step 2.  Upon acknowledgement of the letter of intent by MTC, the training center shall file its  letter of application, which shall be accomplished in prescribed forms.

Step 3.  After requirements are fully complied, the training center shall be notified of the date of inspection to verify and confirm conformance.

WHAT ARE THE PRE-REQUISITES FOR ACCREDITATION?

Before the application for accreditation of a course program shall be considered for evaluation, the following shall be established in accordance with the existing government regulations:

·    Legal authority to conduct training.

·    Safe occupancy of all buildings and structures used or occupied for training and related services.

·    Compliance with safety regulations required by the government as prescribed under MTC Memorandum Circular No. 04, Series of 1996.

·    Measures to ensure the personal safety of trainees enrolled in hazardous training, including provision of a “group insurance scheme”.

·    Accessibility to medical services at the training sites and classrooms as prescribed under MTC Memorandum Circular No. 04, Series of 1996.

·    Library facilities.

·    Plan of training site.

·    Certification of ownership of building or lease contract.

·     Payment of the required filing fee.

·    Administrative requirements as prescribed under MTC Memorandum Circular No. 18, Series of 1996.

WHAT ARE THE QUALIFICATIONS OF AN INSTRUCTOR?

The Training Center’s instructor must be qualified to teach the course.  Instructors should have undergone training in IMO Model Course 6.09.

WHAT ARE THE QUALIFICATIONS OF AN ASSESSOR?

The Training Center’s Assessor must be qualified to teach the course. Aside from training in IMO Model Course 6.09, he must have undergone training in IMO Model Course 3.12.

WHEN WILL AN ACCREDITED COURSE EXPIRE?

The expiration of the accredited course depends on the type of accreditation that is conferred to you.  There are two types of accreditation:

·   Full Accreditation which is valid for three (3) years

·   Provisional Authority which is only valid for one (1) year and is non-renewable

IF THE TRAINING PERMIT EXPIRES, WHAT IS THE PROCESS FOR RENEWING IT?

Filing an application for renewal of accreditation shall be done at least six (6) months before the expiry date of the certificate.  In case of non-filing of application for renewal before the prescribed period, the training conducted after the validity of accreditation and the training certificates issued in connection thereof shall not be recognized.

The application for renewal of accreditation of a course program shall only be considered if:

(1)  the quality system is maintained in accordance with Section 14.0 of Resolution 03 Series of 1998;

(2)  all deficiencies or non-conformities found during re-inspection or monitoring on the training program by the MTC inspectorate are corrected.

DO WE HAVE COURSE FRAMEWORKS OR MODEL COURSES?  WHERE CAN WE GET IT?

Yes.  The Course Frameworks and Model Courses can be borrowed at the Maritime Training Council (MTC) or you can purchase it from the following suppliers:

IS THERE ANY REQUIREMENT IN BORROWING THE MODEL COURSES/COURSE FRAMEWORKS AT THE MTC?

Yes. The following are steps in borrowing the books from us:

Step 1.  Submit a letter of request to the Records Officer, which states the purpose of the training  center/agency.  The letter must specifically state the title of the books to borrow and  must be first approved by the MTC Official. 

Step 2.  The representative of the training center/agency will sign in the logbook/borrower’s card  upon receipt of the book.

 NOTE:   You are only allowed to borrow a maximum of 2 books, which should be returned one (1) day after.

Step 3.  The MTC will require a valid ID from the representative and will only be returned after  he/she returns the books borrowed.
